Instructions
  1. Saute garlic in olive oil in a saucepan over medium heat.
  2. Add bay leaves and cook for 30 seconds more.
  3. Remove leaves from the heat and whisk in the red wine vinegar, orange zest, paprika, oregano and salt.
  4. Cool to room temperature, then transfer to a bowl and add the tuna.
  5. Marinate for 2 hours.
  6. Serve on toasted bread, with arugula and more oregano.
